This project is based on the cooperation project between Harbin Engineering University and the University of Aberdeen in the United Kingdom. In line with the major national development strategy, excellent doctoral students are selected for joint training. It is determined to be a funded project for the international cooperative training project for innovative talents in 2022. Its overseas study unit is the University of Aberdeen in the United Kingdom.

For embracing the national and university development strategy, the project takes advantage of the advantages of Harbin Engineering University in the field of  shipbuilding, ocean and nuclear engineering. It adheres to the main position of serving the personnel training and scientific research in the field of civil engineering, ocean and energy engineering, and concentrates on the characteristics of the " ocean and energy " industry and the cultivation of innovative talents. Additionally, the project focuses on the intersection and integration with marine civil engineering and other disciplines, and deepens cooperation with marine engineering and energy engineering. Through the introduction of the teaching resources and research platform resources of the top specialties of the Engineering School of the University of Aberdeen, the university combines its own professional characteristics of civil engineering and mechanics, and takes education openness and discipline innovation as the driving force, aiming to achieve substantive cooperation in the training of graduate talents and research projects in the engineering field between the two universities.The project adapts to the national ' marine power ' development strategy and is oriented to marine engineering, marine development and energy engineering. It aims to cultivate first-class engineers, industry leaders and scientists with a broad international vision, mastering the latest cutting-edge knowledge, high-level scientific research capabilities, and adapting to the new needs of social and economic development.
