In 2019, the project was identified as a funded project for the International Cooperation Training Project for Innovative Talents, and its overseas study unit is Hokkaido University in Japan.

This project is based on the cooperation between Harbin Engineering University and Hokkaido University of Japan in the several fields including materials science and engineering, chemical engineering and technology, as well as mechanics and civil engineering. The overall goal of this project is to achieve complementary advantages and resource sharing. By absorbing the advanced experience and research results of Japan in the fields of materials, chemistry, mechanics and civil engineering, it can make up for the shortage of talents in this field, and further improve the academic level and innovation ability of graduate students in China. The project can cultivate a group of high-level international innovative talents in the fields of materials, chemistry, mechanics and civil engineering with international vision, knowledge of international rules, and ability to participate in international affairs and international competition.
